I think it would be safe to assume that even though there is an official Mayor of McDonaldland, Ronald McDonald is like the President of McDonald land. After all the land is named after him.

If Jack from Jack in the Box were running McDonald land I don't think he would allow the rampant crime rate. The Hamburgular would be jailed by now and forced to eat 2 tacos for 99cents every day of his life.
